How to read it

Three things, one glance

The number

One 0–10 read on one ruler for the whole world. 0 means genuinely fine by world standards; 10 is the far end of what the world produces. Every kind of condition — weather, health, civic, the ground itself — measured the same calibrated way, so a 7 means the same in every city on earth.

The direction

Improving, holding, or heading the other way — because which way things are moving matters as much as where they stand. No clear trend reads exactly that way, never a guess.

The words

A short brief on what's actually happening — current, verified, plainly written. The texture a number can't carry: what kind of situation, where in the city it sits, and what's merely inconvenience.
